Potential new embassies

With only two embassies built, I do feel we are somewhat lagging behind other equivalently-sized regions in our diplomatic efforts. Perhaps we should scope out some ideas for new embassies and put them to the vote?

Let's just go with embassies in the largest regions possible for the moment, as they're well managed, and we do need a few more embassies quickly.
After we've got say 4 or 5 we can work on intricate diplomatic ties with some smaller regions.
