Organized Votes occur when a piece of legislation is put forward by the Head of Regional Management or The World Assembly Delegate regarding ejecting users, banning users, impeaching officials, The World Factbook entry, and regional government (processes, responsibilities, powers, etc.). The legislation may only go into effect if the legislation has more yea votes than nay votes. If these stipulations are not met, the vote is invalidated. A failed Organized Vote may be retried at any time. Any organized vote must have at least 24 hours (1 day) of uninterrupted voting time - that is, the polls must be open for at least hours before an Organized Vote may be concluded. Finally, all organized votes put forth by the Head of Recruitment or World Assembly Delegate must be accompanied by a clear resolution/decision on which the Election is taking place, as well as at least one reason why the Election is being held.

Organized Elections occur to select a user to fill a regional government position if that post has been either willingly vacated or the old official has been impeached. The legislation may only go into effect if the legislation has more yea votes than nay votes. If these stipulations are not met, the election is invalidated. A failed Organized Election must be retried immediately. Any Organized Election must have at least 24 hours (1 day) of uninterrupted voting time - that is, the polls must be open for at least 24 hours before an Organized Election may be concluded. All candidates for an Organized Election must be self-nominated, and at least two days (48 hours) worth of time for self-nominations must be provided, accompanied with notice of the Organized Election in the Kongregate Civil Headquarters. Finally, all Organized Elections put forth by the Head of Recruitment or World Assembly Delegate must be accompanied by a clear resolution/decision on which the Election is taking place, as well as at least one reason why the Election is being held.

Extreme Circumstances are defined as situations in which the region of Kongregate is in threat of a takeover, subversion, regional upheaval/rebellion, or in which a nation/nations are causing serious problems within the region. Under extreme circumstances, the World Assembly delegate is authorized to take any action (s)he deems necessary for the benefit of the region, including the breach of the stipulations of their office, with the exception of altering these stipulations. Every time this breach occurs, the World Assembly Delegate must make it known via the Kongregate Civil Headquarters. This breach may only occur for a limited period of time never to exceed the duration of the Extreme Circumstances. The abuse of this clause shall not be tolerated, and may be responded to via an organized election. If this fails, forceful overthrow is authorized.
